Odisha Capital, Bhubaneswar, Ranks Second In Ease Of Living

As per the Ease of Living & Municipal Performance Index 2020 released by Hardeep Singh Puri, Minister of State (Independent Charge) Union Ministry of Housing and Urban Affairs, Bhubaneswar has been adjudged the second best city in India in terms of ease of living today. Shimla bagged the first position while Muzaffarpur in Bihar stood at the bottom, among 62 Indian cities with a population of less than one million.

In the index among Indian cities with a population of over a million, the ease of living is the highest in Bengaluru, Pune and Ahmedabad while it is the lowest in Bareilly, Dhanbad and Srinagar. A total of 111 cities participated in this assessment exercise that was conducted back in 2020.

The first edition of the index was launched in 2018 which was based on indicators across 15 evaluation criteria, including governance, identity and culture, education, health, safety and security, economy, affordable housing, land use planning, public open spaces, transportation and mobility, assured water supply, waste-water management, solid waste management, power, and quality of environment.

The Ease of Living Index (EoLI) is an assessment tool that evaluates the quality of life and the impact of various initiatives for urban development. It entails a comprehensive understanding of participating cities across India based on quality of life, economic-ability of a city, and its sustainability and resilience. It also incorporates the residents’ view on the services provided by city administration through a Citizen Perception Survey.
